Our client, a Federal Contractor supporting the United States Secret Service (USSS), Office of Human Resources, HR Research and Assessment Division (HRR)

Position Summary

Mid-Level: Minimum of four (4) years of relevant experience with a Master's degree in Industrial/Organizational Psychology or a closely related field; or a minimum of two (2) years of relevant post-degree experience with a Ph.D. in Industrial/Organizational Psychology or a closely related field.

Senior-Level: Minimum of eight (8) years of relevant experience with a Master's degree in Industrial/Organizational Psychology or a closely related field; or a minimum of six (6) years of relevant post-degree experience with a Ph.D. in Industrial/Organizational Psychology or a closely related field. Level of placement will be determined based on the candidate's years of directly relevant experience.

Position is contingent upon contract award.

Location / Schedule

Onsite at USSS Headquarters, 950 H Street, NW, Washington, DC.

Clearance / Suitability

Must be a U.S. citizen. Must be able to obtain and maintain a favorable Suitability Assessment (Low-Risk) from USSS's Security Clearance Division, including a minimum Tier 1/NACI background investigation.

Key Responsibilities

• Participate in research studies to evaluate the effectiveness of existing HR systems and tools.
• Consult with or advise management on conclusions and recommendations.
• Apply knowledge of test theory, psychometric methodology, and statistics to research and analyze HR data related to recruitment, hiring, retention, career development, and workforce analysis.
• Analyze job requirements (tasks and competencies) to support development of HR testing and career development tools.
• Design and draft revisions of Secret Service policies and operating procedures related to human capital initiatives for Government approval.
• Draft technical and non-technical reports, briefing slide decks, white papers, memos, and other deliverables on a weekly to monthly basis.
• Advise the Government to ensure mandated laws, rules, and regulations are properly assessed for potential impact on work initiatives.
• Develop and validate personnel assessment tools for selection and/or promotion purposes.
• Provide project management support, including resolution of complex issues, establishing and maintaining timelines, monitoring project work activities, and communicating progress and status.
• Assist in the collection and analysis of data using qualitative and quantitative strategies to draw practical conclusions and answer research questions.
• Assist in conducting meetings, workshops, trainings, and briefings related to HRR initiatives on a weekly to monthly basis.
• Record arrival and departure times in the Secret Service's timekeeping system.

Required Qualifications

• Comprehensive knowledge of principles, applications, methodologies, theories, and standards of personnel research and human resources management, including test theory, psychometric methodology, statistics, and research methods.
